Does anyone know for sure when the Peters edition came out? On the imslp site, you can find it, listed with 1807 as the plate number. Wikipedia thinks that the peters edition is a simplification of the original, which they say was published I think in the 1820s.

the peters edition is significantly different from all the others, being shorter, and not in the same order of variations, but they seem to digress from the original theme in a more progressive manner than the other editions. Can anyone tell me if there is any kind of reasonable hope that the peters edition preserves an earlier form or the work?

I should add that there is a big fat 1807 on the bottom of the last page. it does not say that is the plate number. That is where you find the copyright date in many works. 

Of course, my facsimiles of aguado first editions sometimes have the opus number, or a plate number there.
The 1807 is on the bottom of every page.

The facsimile page has 1924 hand written on the first page, though.
