Giuliani op. 24

This is the theme from Mauro Giuliani's variations for violin and guitar op.24. The publication of the work can be dated to 1811. Recently I found that another composer used exactly the same theme for variations (violin, flute, clarinet, viola, cello and piano-forte) . It comes from a manuscript of an unfinished composition which is tentatively date to 1818/1819. I'm wondering if somebody knows the theme and its composer. It might be Giuliani's own inventions, it might be from somebody else. Any suggestion is welcome.
